Section 20.00 Wildlife Management Area Regulations

20.00 ESTABLISHMENT OF WILDLIFE MANAGE- MENT AREAS. If the Commission, upon proper and thorough investigation, shall determine that intensified game management through the increased production of food, more rigid enforcement, restocking or other methods are needed in an area for the increased production of wildUfe, the Commission may set aside and define certain specific areas on lands owned or controlled by the Commission and suitable markers shall be put up by the Commission in such places as shall be determined, defining and identifying the areas as a wildlife management area (herein referred to in abbreviated forms as either 'WMA' or 'WMAs'). All seasons/ limits and regulations are same as statewide unless otherwise specified in Commission Codes 21.00.

20.01 KILLING AND CAPTURE DEVICES PROHIBIT-

ED IN WMAs. It shall be unlawful to hunt, trap, or possess a killing device in any wildlife management area. EXCEPTIONS:

(1) During declared open seasons for wildlife on said areas;

(2) Conibear traps for taking beaver, musk-rat and nutria.

PENALTY: $25.00 to $250.00.

20.14 LEAVING WATERFOWL DECOYS SPREAD OVERNIGHT PROHIBITED ON WMAs. It shall be unlawful to leave waterfowl decoys spread overnight on any wildlife management area.

EXCEPTIONS:

(1) St. Francis Sunken Lands WMA.

(2) BigLakeWMA.

(3) Black River WMA.

PENALTY: S25.00 to $250.00.

20.15 PERMANENT DUCK BLINDS PROHIBITED

ON WMAs. It shall be unlawful to build or erect permanent duck blinds on any wildlife management area. EXCEPTION:

(1) Big Lake WMA, Black Swamp WMA, and St.

Francis Sunken Lands WMA when approved by the Commission. PENALTY: $25.00 to S250.00.

20.16 PERMANENT TREE STANDS PROHIBITED ON WMAs. It shall be unlawful to erect or build any permanent tree stand on any wildlife management area.

EXCEPTION:

(1) Legal portable stands using no metal objects to be screwed into or driven into trees; with owner's name and address permanently affixed, but may not be left in place for more than seven consecutive days; and must be removed on last day of the archery seasons. PENALTY: $25.00 to $250.00.

20.17 BOAT MOTOR RESTRICTION ON BAYOU METO WMA. It shall be unlawful to operate any boat with motor larger than 25 hp on Bayou

Meto WMA.

PENALTY: $25.00 to $250.00.

20.18 SEASON RESTRICTIONS WITHIN CAMP ROB- INSON DEMONSTRATION AREA. It shall be

unlawful to take, attempt to take, or possess bear, dove, fur-bearing animals, squirrel and turkey within Camp R obinson Wildlife Demonstration Area. PENALTY: $100.00 to $500.00.

20.19 KILLING OR CAPTURE DEVICES AND DOGS-PROHIBITED IN CERTAIN WMAs. It shall be

unlawful to possess any killing or capture device or to allow dogs within Buffalo River WMA, Johnson County Waterfowl Rest Area, Norman Point (Nimrod) Goose Area, the two enclosures of the Sylamore Deer Project on Sylamore WMA and the Blanchard Springs recreation area. PENALTY: $100.00 to $500.00.

20.20 WEAPON AND DOG RESTRICTIONS ON DESIGN A TED DEER RESTORA TION AREAS.

It shall be unlawful to possess any killing or capture device or to allow dogs to enter upon or pursue wildlife in areas specified herein where designated, marked and posted by the Commission as Deer Restoration Areas.

(A) Ponca Deer Restoration Area - Buffalo River - (Ponca Wilderness Area) in Newton County.

(B) Lower Buffalo Deer Restoration Area -Buffalo National River - (Lower Buffalo Wilderness Area) in Baxter and Marion Counties.

(C) Bruno Deer Restoration Area, in Marion County.

PENALTY: $100.00 to $500.00.

20.21 PLACING FEED ON WMAs PROHIBITED. It shall be unlawful to place, deposit or scatter any grain or other feed so as to constitute a lure, attraction or enticement of wildlife, on any Wildlife Management Area owned or controlled by the Commission. EXCEPTIONS:
(1) Sowing of wildlife food areas by Commission pereonnel.

(2) Baiting by Commission personnel for trapping and restocking purposes.

PENALTY: $50.00 to $250.00.

20.22 VEHICULAR TRAFFIC PROHIBITED WITH-IN HOPE WMA. It shall be unlawful to operate

any vehicle within the Hope WMA. PENALTY: $25.00 to $250.00.

20.23 VEHICULAR TRAFFIC RESTRICTED WITH-IN HURRICANE LAKE WMA. It shall be unlawful to enter the Hurricane Lake WMA from the north boundary by any vehicular means. PENALTY: $25.00 to $250.00.

20.24 HUNTING RESTRICTED DURING FLOOD-ING WITHIN HURRICANE LAKE WMA. It

shall be unlawful to take or attempt to take wildlife, other than waterfowl, within Hurricane Lake WMA when the White River gauge at Augusta indicates 26 feet or above. PENALTY: $25.00 to $250.00.

20.25 FIREARM RESTRICTIONS IN DITCH 28 WITHIN BIG LAKE WMA. It shall be unlawful

to transport firearms in that portion of Ditch 28 within the Big Lake WMA without said firearms having been dismantled or cased. PENALTY: $25.00 to $250.00.

20.26 HOUSE BOAT RESTRICTIONS ON BIG LAKE WMA. It shall be unlawful to possess any houseboat within the Big Lake WMA. EXCEPTION:
(1) Permanently bank attached floating structures. PENALTY: $50.00 to $300.00.

20.27 FIREARM RESTRICTION WITHIN HARRIS BRAKE WMA. It shall be unlawful to use firearms other than shotguns for taking or attempting to take any in-season wildlife within Harris Brake WMA.

PENALTY: $50.00 to $300.00.

20.28 AMMUNITION RESTRICTION WITHIN LA-FAYETTE COUNTY WMA. It shall be unlawful

to possess any size buckshot within the Lafayette County WMA. PENALTY: $25.00 to $250.00.

20.29 BIRD DOG TRAINING RESTRICTIONS WITHIN CAMP ROBINSON WILDLIFE DEMONSTRATION AREA. It shall be unlawful for non-residents to train bird dogs within the Camp Robinson Wildlife Demonstration Area or for residents to fail to register at the headquarters prior to participating in the training of bird dogs on the area. Training in excess of two (2) days in any calendar week prohibited. PENALTY: $50.00 to $300.00.

20.30 COMPLIANCE WITH FT. CHAFFEE WMA POST REGULATIONS REQUIRED. It shall be

unlawful to fail to comply with Post regulations pertaining to the taking or attempting to take fish and wildlife within Ft. Chaffee WMA. PENALTY: $25.00 to $250.00.

Section 21.00 Wildlife Management Area Regulations and Seasons

21.00 -A HUNTING REGULATIONS, SEASON/LIMITS ON WMAs. All hunting regulations, seasons/limits on WMAs same as surrounding zone(s) unless otherwise specified herein.

21.01 GUN DEER SEASONS CLOSED ON CERTAIN

WMAs. It shall be unlawful to take or attempt to

take deer with firearms within the Bayou DeView, Big Lake, Buffalo River, Dave Donaldson!Black River, Harris Brake, St. Francis Sunken Lands, Trusten Holder and Wattensaw WMAs, that portion of Shirey Bay-Rainey Brake WMA within zone 4, . Camp Robinson Wildlife Demonstration Area and Johnson County Waterfowl Rest Area. EXCEPTION:

(1) With legal muzzle-loading firearms during

muzzle-loading seasons on Trusten Holder and

Wattensaw WMAs. PENALTY: $100.00 to $300.00.

21.02 MODERN FIREARMS DEER SEASONS RES-TRICTED ON CERTAIN WMAs. It shall be unlawful to take or attempt to take deer with modem firearms on certam WMAs other than as specified herein:
(A) November 12-13, 1983 only on Ft. Chaffee WMA.

(B) Noverhber 12-14, 1983 only on Hurricane Lake and Rex Hancock/Black Swamp WMAs.

(C) November 12-20, 1983 only on Camp Robinson, Gulf Mountain and Harold Alexander WMAs.

(D) November 12-20 and November 25-26, 1983 only on Bayou Meto, Hope and Howard County WMAs.

(E) November 12-14, November 25-26 and December 12-14, 1983 only on Dagmar WMA.

PENALTY: $100.00 to $300.00.

21.03 TAKING OF ANTLERLESS DEER PROHIBITED WITHIN CERTAIN WMAs DURING REGULAR

GUN DEER SEASONS. It shall be unlawful to take, attempt to take or possess antlerless deer during regular gun deer seasons on certain WMAs other than as specified herein:

(A) During November 12-14 and November 25 -26, 1983 within Dagmar WMA.

(B) During November 12-20, 1983 within Gulf Mountain and Harold E. Alexander WMAs.

(C) During October 29 - November 4, J983 within Lafayette County WMA.

(D) During November 12-13, 1983 within Ft. Chaffee WMA.

PENALTY: $150.00 to $500.00, plus hunting privileges may be suspended for a period of up to two years..

21.04 MUZZLE-LOADING DEER SEASONS RESTRI-CTED ON CERTAIN WMAs. It shall be unlawful

to take or attempt to take deer with muzzle-loading firearms on certain WMAs other than as specified herein:

(A) October 22-24, 1983 within Hurricane Lake and Rex Hancock/Black Swamp WMAs.

(B) October 22-30, 1983 within Camp Robinson, Gulf Mountain, Harold E. Alexander and Hope WMAs.

(C) October 22-28, 1983 and December 19,1983-January 1, 1984 within Lafayette County WMA.

(D) December 26, 1983 within Camp Robinson Wildlife Demonstration Area.

(E) December 28, 1983 within Ft. Chaffee WMA. PENALTY: $200.00 to $500.00.

21.05 ARCHERY/CROSSBOW SEASON RESTRICT- ED ON CERTAIN WMAs. It shaU be unlawful to

take or attempt to take deer with archery/crossbow tackle other than as specified herein:

(A) October 1 - November 20, 1983 only on Bayou DeView, Big Lake, Dave Donaldson! Black R iver, St. Francis Sun ken Lands WMAs and that part of Shirey Bay-Rainey Brake in zone 4.

(B) Oct. 1, 1983 ~ Feb. 29. 1983 only in that part of the Buffalo River WMA north of Cave Creek and Buffalo River, south of Buffalo River, and east of Highway 123.

(C) Archery I Crossbow season closed on Harris Brake WMA, Johnson County Waterfowl Rest Area, and on the Norman Point (Nim-rod) Goose Area.

PENALTY; $100.00 to $300.00.

21.06 PERMIT REQUIREMENTS ON CERTAIN

WMAs. It shall be unlawful to take or attempt to

take deer during regular gun and muzzle-loading seasons without first obtaining required permit or to fail to check in and out on WMAs as specified herein:

(A) Ft. Chaffee, Gulf Mountain, Harold E. Alexander, Hurricane Lake, Lafayette County and St. Francis Forest WMAs. EXCEPTIONS:
(1) Hurricane Lake WMA - Permit not required

during muzzle-loading season.

(2) Gulf Mountain WMA - Permit not required

on Arkansas Kraft Corporation lands. PENALTY: $25.00 to $250.00.

Section 22.00 Dog Regulations on Wildlife Management Areas

22.01 DOG RESTRICTIONS ON WMAs. It shall be

unlawful to allow dogs on any wildlife manage-

ment area during the period of March 1 -August 31. EXCEPTIONS:

(1) Permitted AKC, UKC and ACHA field trials when approved by the Commission.

(2) August - February training period for raccoon dogs on Bayou DeView, Big Lake, Dave Donaldson I Black River, Shirey Bay [BULLET] Rainey Brake and St. Francis Sunken Lands WMAs.

(3) Bird dog training through April 15 on Camp Robinson Wildlife Demonstration Area.

PENALTY: $25.00 to $250.00.

22.02 DOGS PROHIBITED DURING GUN DEER SEA- SONS ON CERTAIN WMAs. It shall be unlawful

to take, attempt to take or pursue -wildlife with dogs during open gun deer seasons on Camp Robinson, Caney Creek, Dagmar, Ft. Chaffee, Gulf Mountain, Harold E. Alexander, Hope, Howard County, Hurricane Lake, Lafayette County, Muddy Creek, Rex Hancock/Black Swamp, St. Francis Forest, Sulphur River, Shirey Bay - Rainey Brake and Sylamore WMAs, and Hobbs State Management Area and all islands within Dardanelle Reservoir WMA. EXCEPTIONS:

(1) Waterfowl retrievers and dogs pursuing fur- . bearers at night are permitted only on Dagmar and St. Francis Forest WMAs.

(2) Bird dogs and retrievers permitted on all islands within Dardanelle Reservoir WMA. PENALTY: $25.00 to $250.00.

22.03 RABBIT DOG RESTRICTIONS ON CERTAIN WMAs. It shall be unlawful to take or attempt to

take rabbits with the use of dogs other than beagles with shoulder height of 15 inches or less on Harold Alexander, Howard County and Winona WMAs.

EXCEPTION:

(1) Any dog may be used on Winona WMA during gun deer season. PENALTY: $25.00 to $250.00.

22.04 RABBIT AND SQUIRREL DOGS PROHIBITED ON CERTAIN WMAs. It shall be unlawful to take

or attempt to take rabbits or squirrels with the use of any dog on Caney Creek, Muddy Creek, Piney Creeks and Sylamore WMAs. PENALTY: $25.00 to $250.00.

22.05 DOGS PROHIBITED ON CERTAIN WMAs. It .

shall be unlawful to take, attempt to take or pur-

sue wildlife by the use of dogs on Buffalo River WMA, Johnson County Waterfowl Rest Area and Norman Point (Nimrod) Goose Area. PENALTY: $25.00 to S250.00.

Section 23.00 Wild Turkey Regulations on Certain WMAs.

23.01 CERTAIN WMAs CLOSED TO ALL TURKEY

HUNTING. It shall be unlawful to take, attempt

to take or possess wild turkey on Bois D 'Arc, Buffalo River, Camp Robinson, Cut-Off Creek, Dag-mar, Harris Brake, Hope, Hurricane Lake, Lafayette County, Rex Hancock/Black Swamp, Sulphur River, and Wattensaw WMAs; and Camp Robinson Wildlife Demonstration Area, Johnson County Waterfowl Rest Area and Norman Point (Nimrod) Goose Area.

PENALTY: $200.00 to $500.00. In addition, a jail sentence not to exceed 10 days may be imposed and hunting privileges may be sus-spended for a period of up to two years.

23.02 CERTAIN WMAs CLOSED FOR FALL TUR-KEY SEASON. It shall be unlawful to take, attempt to take, or possess wild turkey during the fall turkey season on Ft. Chaffee and Madison County WMAs.

PENALTY: $200.00 to $500.00. In addition, a jail sentence not to exceed 10 days may be imposed and hunting privileges may be suspended for a period of up to two years.

Section 24.00

Small Game Seasons, Bag Limits and Regulations

on Certain WMAs.

24.01 TRAPPING PROHIBITED ON CERTAIN WMAs.

It shall be unlawful to take or attempt to take by

trapping, furbearing animals on Bayou DeView, Bayou Meto, Big Lake, Buffalo River, Dave Donaldson/Black River, Ft. Chaffee, Gulf Mountain, and Shirey Bay-Rainey Brake WMAs; and Camp Robinson Wildlife Demonstration Area, Johnson County Waterfowl Rest Area and Norman Point (Nimrod) Goose Area. EXCEPTIONS:

(1) Bayou DeView WMA - Trapping permitted south of Highway 214.

(2) Bayou Meto WMA - Trapping permitted west of Salt Bayou drainage ditches to junction with Little Bayou Meto, then west of Little Bayou Meto to the south end of area.

(3) Big Lake WMA - Trapping permitted south of the highline levee.

(4) Dave Donaldson/Black River WMA - Trapping permitted north of Black River.

(5) Gulf Mountain WMA - Trapping permitted north of the South Fork of the Little Red River.

PENALTY: $100.00 to $300.00.

24.02 QUAIL SEASON RESTRICTED ON CERTAIN WMAs. It shall be unlawful to take, attempt to

take, or possess quail within certain WMAs other than as specified herein:

(A) Camp Robinson Wildlife Demonstration Area - February 24-26, 1984 by permit only.

(B) Hope WMA - Open Tuesdays, Thursdays and Saturdays only, during statewide quail season.

PENALTY: $100.00 to $300.00.

24.03 RABBIT SEASON RESTRICTED ON CER-TAIN WMAs. It shall be unlawful to take, attempt to take, or possess rabbit within certain WMAs other than as specified herein:
(A) Camp Robinson Wildlife Demonstration Area - February 4-5, 11-12, and 18-19, 1984 by permit only.

(B) Hope WMA - Open Tuesdays, Thursdays and Saturdays only during statewide rabbit season.

PENALTY: $100.00 to $300.00.

24.04 SQUIRREL SEASONS RESTRICTED ON CER-

TAIN WMAs. It shall be unlawful to take, at-'

tempt to take, or possess squirrel within certain WMAs, other than as specified herein

(A) Camp Robinson Wildlife Demonstration Area - All squirrel seasons closed.v.

(B) Camp Robinson and Ft. Chaffee WMAs -open during fall squirrel season only.

(C) Hope WMA - Open Tuesdays, Thursdays and Saturdays during fall squirrel season only.

PENALTY: $100.00 to $300.00.

24.05 DOVE SEASON RESTRICTED ON HOPE

WMA- It shall be unlawful to take, attempt to .

take, or possess dove within Hope WMA other than on Tuesdays, Thursdays, and Saturdays during statewide dove season. PENALTY: $100.00 to $300.00.
