Section R9-22-712.64 - DRG Base Payments and Outlier CCR for Out-of-State Hospitals

A. DRG Base payment:
1. For high volume out-of-state
hospitals defined in subsection (C), the wage adjusted DRG base payment is
determined as described in
R9-22-712.62.
2. Notwithstanding subsection
R9-22-712.62 the
wage adjusted DRG base rate for out-of-state hospitals that are not high volume
hospitals shall be included in the AHCCCS capped fee schedule available on the
agency's website.
B. Outlier CCR:
1. Notwithstanding subsection
R9-22-712.68,
the CCR used for the outlier calculation for out-of-state hospitals that are
not high volume hospitals shall be the sum of the statewide urban default
operating cost-to-charge ratio and the statewide capital CCR in the data file
established as part of the Medicare Inpatient Prospective Payment System by
CMS.
2. The CCR used for the
outlier calculation for high volume out-of-state hospitals is the same as
in-state hospitals as described in
R9-22-712.68.
C. A high volume out-of-state hospital is a hospital not otherwise excluded under R9-22-712.61, that is located in a county that borders the State of Arizona and had 500 or more AHCCCS covered inpatient days for the fiscal year beginning October 1, 2015.
D. Other than as required by this section, DRG reimbursement for out-of-state hospitals is determined under R9-22-712.60 through R9-22-712.81.
