A. Officers
1. The elective officers of the State Board
of Education ("Board") shall be a President and a Vice President.
2. The State Superintendent of Public
Instruction shall serve as the Secretary and as the Executive Officer of the
Board.
3. The President shall
preside over all meetings of the Board, call meetings as herein provided and
perform such other special duties as may be vested in him or her by the
Board.
4. In the absence of the
President, the Vice President shall preside over all meetings and shall perform
such other special duties as may be vested in him or her by the
Board.
5. The President shall
appoint a nominating committee that will prepare a slate of candidates for
presentation to the Board at the first regular meeting following January 1 of
each year. Other candidates may be nominated from the floor. The two elected
officers shall be elected by written ballot and shall serve for one year, or
until their successors are elected.
6. If a vacancy occurs in the office of
President, the Vice President shall immediately become the President. As soon
as practicable, the Board shall elect a new Vice President.
B. Regular and special meetings
1. Unless otherwise agreed upon by a majority
of the Board, meetings shall be held on the fourth Monday of each
month.
2. The place of the meeting
shall be designated by the President. In the absence of the President, the
place of meeting shall be designated by the Vice President.
C. Public input to the Board
1. Requests for matters to be placed on the
agenda.
a. When any person wishes to have a
matter placed on the agenda, that person shall submit a written request to the
President of the Board not less than 21 days prior to the Board
meeting.
b. The President of the
Board may choose not to place an item submitted by a person other than a Board
member on the agenda.
2.
Public comment on agenda items.
a. Any member
of the public who wishes to address the Board regarding a matter on the agenda
for Board action may submit a written request to be heard on forms provided by
the Board.
b. The President of the
Board or a majority of the Board may allot a reasonable time for members of the
public to address the Board with respect to agenda items.
