7 AAC 100.122 - Household with a minor parent

(a) A minor parent is a parent who is not married, is under 18 years of age, and has not been emancipated under AS 09.55.590. For the purpose of determining who is included in a Family Medicaid household, a minor parent is only considered a parent if

(1) the minor parent lives apart from the minor parent's own parents; or

(2) the parent of the minor parent is not applying for Family Medicaid as the caretaker relative.

(b) If a minor parent applies for Family Medicaid, the minor parent and child are mandatory members of the household under 7 AAC 100.104. If a minor parent is living in the home of the minor parent's parent, the department will consider the income of the minor parent's parent available for the purposes of determining eligibility for the minor parent's household.

(c) If a parent applies for Family Medicaid, and that parent's child, who is a minor parent, is living in the applicant's home, the minor parent continues to be a dependent child for the purpose of determining the applicant parent's eligibility for Family Medicaid. The applicant's grandchild may be added as an optional member of the household in accordance with 7 AAC 100.116.
