Chapter 85 - Electronic and Other Records Containing Behavioral Health Information

7 AAC 85.990 - Definitions

Unless the context indicates otherwise, in this chapter

(1) "aggregate data" means recipient information that is summarized in report form without identifying information;

(2) "behavioral health information" means information regarding behavioral health services;

(3) "behavioral health services" means

(A) emergency services, including detoxification and acute psychiatric hospitalization; and

(B) prevention, intervention, and treatment services in the areas of mental health and alcohol abuse and other addictions, including ongoing care and supportive services;

(4) "clinical status indicator" means an indicator that measures a recipient's level of functioning;

(5) "department" means the Department of Health and Social Services;

(6) "diagnosis code" means a universal code that is used by a provider to identify a recipient's diagnosis;

(7) "electronic information system" means a computer system developed and maintained by the department for records submitted by a provider under this chapter

(A) for the department's use and retention on an electronic information system developed and maintained for department use only; or

(B) through an electronic information system developed and maintained by the department that is furnished to a provider under this chapter; an electronic information system described in this paragraph is subject to the security requirements of 7 AAC 85.405 and 7 AAC 85.410;

(8) "electronic medical record" means a record described in AS 18.23.100 and this chapter that satisfies a department requirement for a paper record;

(9) "electronic record" means a record maintained in electronic format, including an electronic medical record;

(10) "identifying information" means an algorithm, a case number or Medicaid number, a name, address, social security number, fingerprints, photograph, demographic description, or similar information by which the identity of a recipient could be determined with reasonable accuracy and speed, either directly or by reference to information available to the public;

(11) "paper-based" means a document that is stored on microfilm or microfiche, in tagged image file format ( TIFF), portable document file (PDF) format, or in another format that allows for the efficient storage of documents;

(12) "procedure code" means a universal code used by a provider to identify the services provided to a recipient;

(13) "provider" means an organization subject to this chapter under 7 AAC 85.010(a), or approved under 7 AAC 85.010(b);

(14) "recipient" means a person who has received one or more behavioral health services from a provider that receives money from the department for furnishing behavioral health services to the person;

(15) "system" means an electronic information system;

(16) "treatment results" means

(A) the goals or objectives that a provider intends to accomplish;

(B) a measure of the aggregate of a provider's activities; or

(C) a measurement of change in a recipient's functional level.
