Collection of a fee is not economically feasible if the commissioner determines that

(1) the cost to the department of collecting the fee is estimated to exceed the amount of the fee sought to be collected;

(2) the cost of collecting the fee interferes with the departmental purpose of providing services to low-income people;

(3) the cost of implementing a fee collection system in a particular departmental service region exceeds the fees reasonably expected to be generated;

(4) the cost of implementing a fee collection system in a particular departmental service region has proven to be in excess of the fees generated; or

(5) the safety of department personnel might be compromised if required to collect fees.
