(a) The department may waive a fee for an ASAP service if the commissioner determines that collecting the fee will interfere with the provision of services.
(b) No person will be denied ASAP services because of nonpayment of fees.
(c) Unless payment is ordered by a court, the department will not consider the failure to pay the fee as noncompliance with the program.
