lf the grant award is a capital grant, and as a condition of the grant agreement, a grantee must establish uniform purchasing practices and procedures for the procurement of goods and services. The documented competitive process used must meet or exceed the requirements of AS 36.30 or substantially similar law of another jurisdiction.
