(a) An agency shall designate an administrator who is qualified under 7 AAC 56.200. The administrator may be the same individual who owns or is otherwise legally responsible for operating the agency. An administrator who is qualified under 7 AAC 56.220 may also carry out the duties of a Level II child placing worker.

(b) An agency with one or more employees shall designate an associate administrator to act on behalf of the administrator in the absence of the administrator from the agency. If the administrator is absent for a period exceeding three consecutive weeks, the agency shall designate an associate administrator who meets the age and college credit requirements of 7 AAC 56.200(a) to act on behalf of the administrator.
