(a) Each facility shall develop and maintain programs of recreation and exercise that are compatible with the varying levels of interest, ability, and physical needs of the juveniles residing there.

(b) Each juvenile must be offered physical exercise for a minimum three and one-half hours a week, except where security considerations require limitations.

(c) Indoor physical exercise may be substituted for outdoor exercise where weather conditions make such activities inappropriate.

(d) The recreation program must include physical exercise and other leisure activities. The superintendent shall adopt procedures by which staff members are encouraged to develop activities, and volunteers from the community are encouraged to participate in and supervise activities, both on the grounds of the facility and elsewhere.
