(a) The provisions of this chapter apply to a residential child care facility licensed or required to be licensed by the Department of Health under AS 47.10.300 and 47.10.392; AS 47.32.020; or AS 47.80.140.
(b) In the event of a conflict between a generally applicable requirement and a specific requirement applicable to a particular facility, the requirement specifically applicable to the facility applies.
