(a) The department will determine whether an applicant is eligible for ATAP benefits only after that applicant has had at least one face-to-face interview with the department or a fee agent, unless the department determines that a face-to-face interview is impossible or inadvisable because of illness, distance, or other reason. In addition, the department may conduct interviews in connection with a redetermination of eligibility under 7 AAC 45.277.

(b) If illness, distance, or other reason prevents a face-to-face interview, an interview must be conducted by telephone.

(c) A fee agent is responsible for conducting an interview with an applicant who lives in the fee agent's area, unless an applicant has arranged an interview directly with the department.
