No person, institution, or agency shall prepare or issue any certificate or any part thereof which purports to be an original, certified copy, or copy of a vital statistics record except as authorized hereunder or by instructions of the State Registrar. An institution or agency may prepare, in accordance with instructions of the State Registrar, extra copies of such records for its own files, but not for any other use or distribution. Production or reproduction of certified copies is specifically prohibited.
