Any correction or amendment to a certificate or record required by the Vital Statistics Act and related laws and regulations shall be made only in accordance with these regulations and the instructions of the State Registrar. Such correction or amendment shall be made first on the original of such certificate or record. A correction or amendment may be made only by a person authorized to make such changes.
