The person solemnizing the marriage shall be responsible for completing the certificate, obtaining the necessary signatures, and filing it, in accordance with the instructions of the bureau. In case a religious validation ceremony follows a civil ceremony between the same two parties, a second certificate is not necessary. In any case where such second ceremony is held and a second certificate prepared and filed, it shall be marked "Religious Validation Ceremony - civil marriage performed on," giving the date thereof.
