The funeral director or person acting as a funeral director who assumes custody of a dead body or fetus for final disposition shall file the certificate. If the death or delivery occurs in an institution, the person in charge of the institution shall file the certificate in the absence of the funeral director or person acting as a funeral director. In the absence of any of those persons, the physician or other person in attendance at or after the delivery shall file the certificate of fetal death. If none of these persons nor a sub-registrar is available or able to file the certificate, the local registrar shall file it from the best information available to the local registrar. Personal data shall be obtained from next of kin or the best qualified person or source available; but for a fetal death, the personal data may be obtained from institutional or physician office records if available. The medical certification of cause of death shall be obtained from the person responsible for this information.
