Each local registrar of vital statistics is the local representative of the Bureau of Vital Statistics within his designated registration district. As such he shall be responsible for the carrying out and enforcement of the laws, regulations, and instructions relating to vital statistics, under the supervision of the State Registrar. All violations should be reported promptly to the bureau. In case of sickness or absence from his place of residence for one week or more, he should so notify the bureau.
