The state review board must be comprised of at least four qualified voters appointed by the director of elections at least 15 days before the date of any state-conducted local or regional election. The state review board shall follow the procedures specified in AS 15.15.430, except that the director has the discretion to determine when the state review board will conduct its review and the necessity of the state review board to conduct under AS 15.15.430 a hand count of ballots.
