6 AAC 25.025 - Registrars

(a) A regional election supervisor may appoint registrars for the supervisor's region. A qualified voter who is interested in serving as a registrar may contact any regional elections office to obtain training in the proper conduct of a registrar and the proper procedures for voter registration.

(b) Repealed 8/22/2004.

(c) A regional supervisor shall review the official registrar rolls for the supervisor's region at the beginning of each even numbered year. At the discretion of a regional supervisor, a registrar whose record shows little or no activity in the previous two years may be purged from the list of official registrars. An inactive registrar who shows activity will be automatically reinstated.

(d) A registrar, while acting in an official capacity may

(1) assist an applicant with the completion of a voter registration application or absentee ballot application;

(2) provide information to the applicant on voter registration solely as set out in the division's Registrar Handbook, revised as of July 2021 and adopted by reference;

(3) provide information to the applicant on absentee voting as provided by the division; or

(4) provide an absentee ballot application to the applicant.

(e) A registrar, while acting in an official capacity may not

(1) persuade or attempt to persuade the applicant to register with a political party or group;

(2) make any changes to a voter registration form or absentee ballot application while the applicant is not present;

(3) collect or store any information supplied on a voter registration form or absentee ballot application other than the information that is also available on a public voter registration list, or

(4) reproduce or store copies of completed voter registration forms or absentee ballot applications.

(f) In addition to the information specified in AS 15.07.195(a), a telephone number and an electronic mail address provided by the applicant when registering to vote or applying for an absentee ballot must be treated as confidential information and may not be used for any other purpose by the registrar.
