(a) The department will charge a fee for the
use of a state-owned shooting facility specified in this section based on the
department's costs in operating the facility, including staffing costs and the
level of public use of the facility. The department will not charge a fee that
exceeds a fee set out in this section. The department may review and change the
fee schedule for each state-owned shooting facility specified in this section
semi-annually based on the criteria described in this subsection. The fees and
the effective dates of the fees will be posted in each shooting facility and on
the department's website.
(b)
Rabbit Creek Shooting Park:the fees for use of the Rabbit Creek
Shooting Park will be calculated and posted as described in (a) of this
section, but will not exceed for
(1) the
general public and an organized group, except those specified in (2) of this
subsection, for use of the live-fire range, including rifle, pistol, and
archery,
(A) $18 per day per
person;
(B) $150 per person for a
non-transferable annual pass;
(2) a person who is under 16 years of age, 60
years of age or older, or on active duty in the military, for use of the
live-fire range, including rifle, pistol, and archery,
(A) $15 per day per person;
(B) $127 per person for a nontransferable
annual pass;
(3) the
general public, for use of the five-stand shotgun range,
(A) $28 per round, including targets and
ammunition;
(B) $26 per round,
including targets and ammunition for an annual pass holder, a person under 16
years of age, or a person 60 years of age or older;
(C) $14 per round, including
targets.
(c)
Fairbanks Hunter Education Indoor Shooting Range:the fees for use
of the Fairbanks Hunter Education Indoor Shooting Range will be calculated and
posted as described in (a) of this section, but will not exceed for
(1) the general public, except those
specified in (2) - (4) of this subsection, for use of the
(A) live-fire range,
(i) $24 per shooting lane per hour;
(ii) $144 for a seven-hour punch-card
pass;
(B) electronic
range, $24 per hour;
(2)
a person who is under 16 years of age, 60 years of age or older, or on active
duty in the military, for use of the
(A)
live-fire range,
(i) $20 per shooting lane
per hour;
(ii) $120 for a
seven-hour punch-card pass;
(B) electronic range, $20 per hour;
(3) a hunter education partner
that is not a youth shooting organization, during scheduled organized
activities, for use of
(A) the live-fire
range, $12 per shooting lane per hour;
(B) an 18-student classroom, $10 per
hour;
(C) the 36-student classroom,
$20 per hour;
(D) the electronic
range, $12 per hour;
(4)
a hunter education partner that is a youth shooting organization, during
scheduled organized activities, for use of
(A) the live-fire range, $10 per shooting
lane per hour;
(B) an 18-student
classroom, $5 per hour;
(C) the
36-student classroom, $10 per hour;
(D) the electronic range, $10 per
hour.
(d)
Juneau Hunter Education Indoor Shooting Range:the fees for use of
the Juneau Hunter Education Indoor Shooting Range will be calculated and posted
as described in (a) of this section, but will not exceed for
(1) the general public, except those
specified in (2) - (4) of this subsection, for use of the live-fire range,
including rifle, pistol, and archery,
(A) $24
per shooting lane per hour;
(B)
$144 for a seven-hour punch-card pass;
(C) $380 for a semi-annual (18-week)
pass;
(D) $690 for an annual
(36-week) pass;
(2) a
person who is under 16 years of age, 60 years of age or older, or on active
duty in the military,
(A) $20 per shooting
lane per hour;
(B) $120 for a
seven-hour punch-card pass;
(C)
$330 for a semi-annual (18-week) pass;
(D) $580 for an annual (36-week)
pass;
(3) a hunter
education partner that is not a youth shooting organization, during scheduled
organized activities, for use of the live-fire range, $12 per shooting lane per
hour;
(4) a hunter education
partner that is a youth shooting organization, during scheduled organized
activities, for use of the live-fire range, $10 per shooting lane per
hour.
(e) The department
may rent the classrooms, the live-fire ranges as a whole, or each facility as a
whole, based on demand, cost, and staffing needs for a fee not to exceed $450
per day.
(f) The department may
sell or rent shooting accessories, including targets, ear and eye protection,
and ammunition at a state-owned shooting facility specified in this
section.
(g) The department may
provide, for a fee, to another governmental agency secure storage space for
that governmental agency's shooting accessories and equipment at a state-owned
shooting facility specified in this section.
(h) The department may conduct an event,
including a class, clinic, workshop, seminar, and special shoot, at a
state-owned shooting facility specified in this section. If the department
conducts an event, the fee will be calculated as described in (a) of this
section.
(i) The department may
waive or adjust the fees established in (b) - (e) of this section for
(1) a person participating in a department
administered hunter education class;
(2) an employee of the Department of Fish and
Game while on duty for a state authorized activity;
(3) an employee of the Department of Public
Safety while on duty for a state authorized activity;
(4) a person participating in a department
sponsored special event.
(j) The department may charge an additional
fee to a person or organization for an organized event conducted at a
state-owned shooting facility specified in this section to cover the actual
administrative costs of the event.
(k) For the purpose of this section,
(1) "active duty in the military" means a
person with a current enlistment or extension of enlistment and identification
card for a branch of the military in the active, guard, or reserve
component;
(2) "hunter education
partner" means an organization or instructor who has entered into an agreement
with the department to incorporate components of the department's hunter
education curriculum into the instructor's or organization's program.
The fees and effective dates of the fees for the use of
the shooting facilities identified in 5 AAC 93.010 are posted on the Department
of Fish and Game's website at
http://www.huntereducation.alaska.gov.
