(a) Unless otherwise specified in this chapter, aquatic plants may be commercially harvested only under the authority of a permit issued by the commissioner or the commissioner's authorized designee. The permit may
(1) specify season
dates;
(2) specify areas of
collection by district or by geographic location;
(3) specify the harvest methods;
(4) require completion of a report by the
permit holder as described in (b) of this section;
(5) require other conditions that the
commissioner determines are necessary for conservation management
purposes.
(b) If a report is required by the permit holder under (a)(4) of this section, the report must be submitted to the department not later than 30 days after harvest. The report must include
(1) dates of
harvest;
(2) clear photographs of
harvested aquatic plants;
(3)
estimates of wet weight of harvested aquatic plants;
(4) all information specified in the permit
issued by the commissioner.
(c) The commissioner may revoke a permit if the commissioner determines that the terms of the permit have been violated or that the harvest operations jeopardize the sustained yield of the stock.
