It is unlawful to transport through the Pacific Ocean waters of the state, or to have in possession in this state, any salmon taken by any type of net or longline in international waters of the Pacific Ocean or within the territorial waters of this state or of another state or country where fishing for salmon with nets or longline is unlawful.
