(a) The regulations in 5 AAC 28 also apply to the adjoining waters of the exclusive economic zone for all
(1) groundfish species, or groundfish
species in an area, not included in the federal groundfish management plan;
or
(2) groundfish species for which
a federal management plan delegates authority to the state to manage a
groundfish fishery in the exclusive economic zone.
(b) For the purposes of this section, "exclusive economic zone" means all the waters adjacent to a registration area and seaward to a boundary line drawn in such a manner that each point on the line is 200 nautical miles from the baseline from which the territorial sea is measured.
