(a) If, during the course of an investigation, the victims' advocate determines that investigation of a complaint by an associate victims' advocate may involve a conflict of interest or may have the appearance of a conflict of interest, the victims' advocate will promptly transfer the matter from the associate victims' advocate to another member of the staff for completion of the investigation or will assign the case to the victims' advocate.

(b) If the victims' advocate's own investigation of a complaint would involve a conflict of interest or the appearance of a conflict of interest, the victims' advocate will promptly transfer the matter to another staff member for completion of the investigation.
