(a) A prisoner must have access to law library materials, including, at a minimum, current constitutional, statutory, and case law materials, applicable court rules, and practice treatises.
(b) A facility shall provide a prisoner with timely access to the law library, library assistance, and supplies for preparing legal pleadings.
(c) A facility may not impose restrictions on the use of law library materials, except for those interferences normally and routinely imposed by the requirements of the security and the daily schedule of the facility.
(d) A prisoner confined in segregation or in maximum security must be allowed access to law library materials, unless the superintendent or assistant superintendent determines that the prisoner presents a substantial threat to the security and order of the facility, or unless the prisoner is in punitive segregation.
