(a) Firearms and security equipment kept at a facility must be stored in an armory or other secure area. Only a staff member of the rank of superintendent or higher may order the issuance of firearms to facility staff members. Weapons may be issued only for the performance of official duties, including manning observation towers, roving patrol, searching for escapees, transportation of prisoners, training, or for emergency use in the facility. Only employees who are certified by the department in the use of firearms may be issued firearms.

(b) Each facility must provide a secure area for the storage of weapons of law enforcement officials or other armed visitors entering the facility.
