(a) An applicant for a vehicle registration plate celebrating the arts shall pay the fees set out in AS 28.10.421.
(b) For the first issuance of a vehicle registration plate celebrating the arts, the applicant shall pay a one-time $3 fee at the time provided in AS 28.10.108.
