(a) The purpose of this chapter is to protect human health, the environment, and water quality by establishing
(1) standards for the design,
construction, performance, operation, and maintenance of wastewater collection,
storage, treatment, and disposal systems; and
(2) minimum separation distance requirements
and construction standards for private water systems.
(b) The requirements of this chapter apply to any person that
(1) owns or operates a
wastewater collection, storage, treatment, or disposal system operated in the
state; or
(2) engages in the
design, installation, construction, or modification of wastewater collection,
storage, treatment, or disposal systems or private water systems.
