(c) In
administering Alaska Marine Highway System procurements under the statutes and
regulations incorporated by reference in this section,
(1) the cited regulations augment and
supplement the cited statutes;
(2)
in cases of conflicts between the cited statutes and the cited regulations, the
cited statutes take precedence over the cited regulations; and
(3) all references to the commissioner of
administration in the cited statutes and regulations mean the commissioner of
transportation and public facilities.
