17 AAC 10.990 - Definitions

Unless the context requires otherwise, in this chapter

(1) "commemorative plaque" means a sign that is authorized by law and that describes the accomplishments of a person with a relationship to the locality of a rest stop or pullout;

(2) "design year" means the year that is 10 years after the opening date of a development;

(3) "driveway" or "approach road" means that area of the right-of-way between the edge of the pavement or the edge of the traveled way and that part of the adjacent property line that is not encumbered by the right-of-way and that is used for the movement of traffic between the highway and the adjacent property;

(4) "historical marker" means a sign that is authorized by law and that describes a historical

(A) event, that occurred in the locality of a rest stop or pullout; or

(B) site or landmark in the locality of a rest stop or pullout;

(5) "interpretive marker" means a sign that is authorized by law and that describes a scenic or natural landmark or feature or flora or fauna in the locality of a rest stop or pullout;

(6) "level of service" or "LOS" means an objective indication of the quality of traffic operation, that ranges from "A" to "F", with "A" representing the best operation and "F" the worst, measured by delay, speed, travel time, freedom to maneuver, traffic interruptions, or comfort and convenience;

(7) "service road or trail" means a road or trail that parallels a communication facility, electrical facility, pipeline, railroad, or other utility facility and is used to patrol and maintain the facility;

(8) "vehicle trip" means each passage by a vehicle, in either direction, over a highway, driveway, or approach road;

(9) "highway rest stop or pullout" has the meaning given in 17 AAC 05.990;

(10) informational sign" means a sign installed by a government agency that warns of a natural or man made hazard, identifies the location of nearby public facilities, or provides directions to reach public facilities from the sign's location;

(11) "permanent structure" means an improvement or object that

(A) is placed within a highway right-of-way;

(B) is independent of land that is contiguous to the highway right-of-way; and

(C) draws its use and character solely from its attachment to the highway right-of-way.
