The Corporation will evaluate applications based on the following criteria:
(1) the applicant's experience and qualifications;
(2) the extent to which the applicant's proposal meets a legitimate housing or service need;
(3) the extent to which the applicant's proposal coordinates the efforts of other social service and housing providers; and
(4) other criteria considered appropriate by the Corporation.
