(a) A motorcycle or motor-driven cycle carrying a passenger, other than in a sidecar or enclosed cab, must be equipped with handgrips and footrests for each passenger.
(b) A person may not drive a motorcycle or motor-driven cycle with handlebars higher than the shoulder height of the operator when seated on the motorcycle or motor-driven cycle, unless otherwise intended and designed by the manufacturer.
