(a) A motorcycle or motor-driven cycle must be equipped with a service braking system which will stop the vehicle within 25 feet from an initial speed of 20 miles per hour on a level, dry, clear, hard surface. A motorcycle or motor-driven cycle must comply with applicable motor vehicle safety standards adopted by the United States Department of Transportation.
(b) Every bicycle must be equipped with a brake system, maintained in good working condition, which will enable its driver to stop the bicycle within 25 feet from a speed of 10 miles per hour on dry, level, clean pavement.
