(a) The driver of a vehicle may not turn a vehicle so as to proceed in the opposite direction unless the turn can be made safely and without interfering with other traffic.

(b) No vehicle may be turned so as to proceed in the opposite direction in a business district, upon a curve, or upon approach to or near the crest of a grade, where the vehicle cannot be seen by the driver of another vehicle approaching from either direction within 500 feet.
