(a) A flashing red or yellow light which appears in a traffic signal or a traffic sign requires obedience by vehicular traffic as follows:
(1) flashing red (stop
signal) - when a red lens is lighted with rapid intermittent flashes, drivers
of vehicles must stop at a clearly marked stop line or, if none, before
entering the crosswalk on the near side of the intersection or, if none, then
at the point nearest the intersecting roadway where the driver has a view of
approaching traffic on the intersecting roadway before entering it; the right
to proceed is subject to the rules applicable after making a stop at a stop
sign;
(2) circular flashing yellow
(caution signal) - when a yellow circular lens is lighted with rapid
intermittent flashes, drivers of vehicles may proceed cautiously through the
intersection or past the yellow signal; drivers must yield the right-of-way to
other vehicles lawfully within the intersection, to other vehicles approaching
on another roadway so closely as to constitute an immediate hazard, and to
pedestrians lawfully within the intersection or an adjacent crosswalk at the
time the signal is exhibited;
(3)
flashing yellow arrow (yield turn signal) - when a yellow arrow lens is lighted
with rapid intermittent flashes, drivers of vehicles may proceed cautiously
through the intersection to make the movement indicated by the arrow; drivers
must yield the right-of-way to other vehicles lawfully within the intersection,
to other vehicles approaching on another roadway so closely as to constitute an
immediate hazard, and to pedestrians lawfully within the intersection or an
adjacent crosswalk at the time the signal is exhibited.
(b) This section does not apply at railroad grade crossings where the conduct of drivers is prescribed in secs. 240 - 255 of this chapter.
