Except for 12 AAC 38.860 and 12 AAC 38.900, which were repealed earlier, the regulations in 12 AAC 38.400 - 12 AAC 38.990 were deleted by the regulations attorney as of Register 138, July 1996. The deleted regulations had been adopted by the Big Game Commercial Services Board, which ceased to exist on June 30, 1995. Assignment of licensing and other regulatory functions for guide-outfitters and transporters was transferred by Administrative Order No. 159 to the Department of Commerce and Economic Development in July 1995 and ch. 33, SLA 1996, made statutory changes to expressly transfer those functions. That department adopted regulations on this subject (12 AAC 74; 12 AAC 75), making the 12 AAC 38 regulations obsolete.
