(a) A fence and guardrail contractor erects and installs
(1)
metal or wood fences including gates, posts, and hardware;
(2) metal or wood guardrails; or
(3) prefabricated concrete, metal, or wood
barricades or parking barriers, including bull rails.
(b) This section does not apply to silt fencing constructed for a temporary period using stakes.
