The following fees are established for dispensing opticians and apprentices:
(1) nonrefundable application fee for initial license or registration, $50;
(2) license fee for all or part of the initial biennial license period, $275;
(3) biennial license renewal fee, $275;
(4) apprentice registration fee, $250;
(5) apprentice registration change fee, $50;
(6) biennial apprentice registration renewal fee, $50.
