(a) Legal access must be provided to the subdivision. At the director's discretion, physical access may be constructed, including roads, trails, airfields, and docks which will be constructed to standards established by the division for the type of facility needed.

(b) Where appropriate, the director may contract for the construction of subdivision access roads with payment to be made in land credit certificates issued by the division.

(1) Certificates will be issued in denominations of $1,000, $500, $100 and $10.

(2) Certificates are assignable. The assignment becomes effective immediately upon acknowledgement by the division.

(3) Certificates may be used for application fees of all types, including applications for uplands, timber, coal, oil and gas, and mining. They may be used for the payment of rentals, principal payments on purchase contracts, accrued interest, bonuses, royalties, material contracts, bonds required under material sales contracts, stumpage charges, and to offset the cost of plats prepared by the division. Land credit certificates will not be accepted for oil and gas bonds, mining lease bonds, or timber contract bonds, nor may they be used to cover the cost of or deposits for survey or advertising.
