11 AAC 12.115 - Bicycles, fat-tire bicycles, and electric bicycles

(a) A person may ride a bicycle, a fat-tire bicycle, any class of electric bicycle, or any class of fat-tire electric bicycle on any road open to the use of automobiles or motorcycles.

(b) A person may ride a bicycle, a fat-tire bicycle, any class of electric bicycle, or any class of fat-tire electric bicycle on any trail open to the use of off-road vehicles.

(c) A person may ride a class-1 electric bicycle on any trail open to the use of bicycles unless the trail is posted as closed to electric bicycles under (g) of this section or the trail is closed to electric bicycles under 11 AAC 20 or 11 AAC 21.

(d) Notwithstanding 11 AAC 20 and 11 AAC 21, a person may ride a fat-tire bicycle in any areas open to use of bicycles and

(1) on gravel and sand beaches adjacent to waters subject to tidal influence;

(2) in any area open to the use of snowmobiles, except for Denali State Park;

(3) in Chena River State Recreation Area, from November 15 through March 31;

(4) in Chugach State Park, from November 15 through March 31 within the following areas:
(A) in the Eagle River watercourse and gravel bars downstream of the confluence of Icicle Creek and Eagle River located in Section 25, T13N, RIE, Seward Meridian, excluding the South Fork and Meadow Creek;

(B) on Eklutna Lake;

(C) Lost Cabin Valley Trail;

(D) Middle Fork Loop Trail; and

(E) Wolverine Bowl Ski Loop Trail; or

(5) in Denali State Park, from November 15 through March 31 on groomed snowmobile trails.

(e) If the director finds that snow depth is adequate to protect the underlying vegetation and there is no conflict with other park uses and purposes, the director may post other areas of state parks as open to the use of fat-tire bicycles.

(f) Unless the area or trail is posted as closed to electric bicycles or fat-tire electric bicycles or the area or trail is closed to electric bicycles under this section, 11 AAC 20, or 11 AAC 21, a person may ride a fat-tire class-1 electric bicycle in any area or trail open to fattire bicycles.

(g) The director may temporarily close a trail or area to the use of bicycles, fat-tire bicycles, electric bicycles, or fat-tire electric bicycles, to protect park lands including soils or vegetation, to reduce or eliminate user conflicts, to protect public safety, or to promote sound management of the state park. Closures under this section will be posted at entrances to the affected trail or area.

(h) A person may ride a bicycle, including a fat-tire bicycle, class-1 electric bicycle, and fat-tire class-1 electric bicycle, on trails in campgrounds and picnic areas, on asphalt trails, and on the following trails:

(1) Afognak Island State Recreation Area, on established trails and roads, unless posted as closed;

(2) Buskin River State Recreation Site, on established trails;

(3) Chena River State Recreation Area, on the following trails:
(A) Chena Dome Hiking Trail;

(B) Mastodon Trail;

(4) Chugach State Park, on the following trails:
(A) Beaver Pond Trail;

(B) Bird Creek Valley Trail System to the traffic control device south of the Quartz Creek ford;

(C) Eklutna Lakeside Trail;

(D) Eklutna Spillway Trail and Lakeside Loop Access Trail;

(E) Gasline Trail;

(F) Glen Alps Powerline Access Trails;

(G) Hemlock Bum Trail;

(H) Indian to Girdwood paved trail;

(I) Llama Trail;

(J) Lower Eagle River Trail;

(K) Middle Fork Loop Trail from its intersection with the Wolverine Bowl Trail to the traffic control device 0.75 miles from the intersection;

(L) Near Point Trail from its intersection with the Wolverine Bowl Trail to the traffic control device 0.45 miles from the intersection;

(M) Peters Creek Trail from Malcolm Drive to the traffic control device at Mile 5;

(N) Powerline Trail, including the access trail from the Prospect Heights Trailhead to the Powerline Trail;

(O) Rabbit Lake Trail;

(P) Shebanof Avenue Connector Trail;

(Q) Silver Fern Trail;

(R) South Fork Rim Trail;

(S) White Spruce Trail; and

(T) Wolverine Bowl Trail;

(5) Denali State Park, on the following trails:
(A) Byers Lake Loop Trail;

(B) Lower Troublesome Creek Trail, west of the Parks Highway;

(6) Matanuska Lakes State Recreation Area; use of bicycles and fat-tire bicycles is allowed on the following trails but electric bicycles and fat-tire electric bicycles are prohibited unless the director posts trails as open to use of class-1 electric bicycles and fat-tire class-1 electric bicycles after consultation with adjoining landowners:
(A) Bearberry Bluff;

(B) Campground Loop;

(C) Fenceline Trail;

(D) Kepler Connector;

(E) Lakeside Trail;

(F) Long Lake Loop;

(G) Upper Road Trail;

(H) Victor Lake Loop;

(7) Nancy Lake State Recreation Area, on the following trails;
(A) Butterfly Lake Trail;

(B) Cross Park Trail;

(C) East Red Shirt Lake Trail;

(D) Jano Pond Loop;

(E) Lynx Lake Road;

(F) Nancy Lake public use cabin trails;

(G) Parkway Loop;

(H) Red Shirt Lake Trail;

(I) Rhein Lake Loop;

(8) Perseverance State Trail, from the trailhead to Silverbow Basin, excluding the Mt. Juneau and Granite Creek Trail branches.
