The months of August and September shall be months of open enrollment. Employees may change coverage to drop or add dependent coverage and/or supplemental or optional coverage during August or September with such changes to be effective September 1 or October 1 respectively. Once such coverage change has been elected in an open enrollment period, no further coverage change may be made during that enrollment period. Nonmember employees of a participating employer and retired employees may enroll only during open enrollment. Supplemental or optional coverage may not be changed except during open enrollment.
