The intent of the legislative act creating PEIRAF, and the Board of Control in adopting these rules, is to make tax deductible retirement contribution accounts available to public employees of the State of Alabama so as to enable those employees to conveniently and economically receive the fullest benefits offered by the Economic Recovery Tax Act of 1981 as it relates to individual retirement accounts for public employees and these rules should be interpreted and construed to further that purpose.
