(1) The telephone service rules promulgated herein shall apply to all telephone utilities, including local exchange companies, resellers (local and toll), interexchange carriers, customer-owned, coin-operated telephone service providers, and all providers of telecommunications service operating within the State of Alabama under the jurisdiction of the Alabama Public Service Commission.
(a) These rules govern the
furnishing of communication services and facilities to the public by utilities
subject to the jurisdiction of the Commission. The purpose of these rules is to
establish reasonable service standards to the end that adequate and
satisfactory service will be rendered to the public.
(b) If unreasonable hardship to a utility or
to a customer results from the application of any rule herein prescribed,
application may be made to the Commission for the modification of the rule or
for temporary or permanent exemption from its requirements.
(c) The adoption of these rules by the
Commission shall in no way preclude altering or amending them.
(d) These rules shall in no way relieve any
utility from any of its duties under the laws of this State or from any other
rules or directives of this Commission.

Rules on deposits, billings, and other provisions are found in the general
rules.
2. Minimum filing
requirements have been adopted for general rate increases by smaller telephone
companies, but are not reproduced herein.
(e) Tariffs shall be filed in accordance with
these rules and shall adopt the provisions herein.
