This policy has been developed to comply with "operating principles" or "standards" of the R. C. Consent Decree and sections of the Code of Ala. 1975. These items will be referenced in the Statutory Authority Section.

(1) R. C. Consent Decree - The policy has also been developed to comply with the R. C. Implementation Plan as addressed in the Systems Processes & Services Chapter Page 4, footnote # 4: "DHR will develop a policy, mutually acceptable to the parties, that describes its obligations to children adjudicated 'multiple needs' children."
