The Department of Human Resources shall ensure, to the greatest extent possible, that all eligible persons are provided needed services, financial aid and other benefits, whether these services, aids, and other benefits are provided directly, through agreements, contracts, or other arrangements, without regard to race, color, national origin, age or handicapping conditions in compliance with State and Federal laws pertaining thereto.
