The Board, in its discretion, and otherwise subject to the provisions of the law, and the rules and regulations of the Board prescribing the qualifications for a nursing home administrator license, may issue a license to a nursing home administrator who has been issued a license by the proper authorities of any state or issued a certificate of qualification by any national organization, upon payment of the required fee and upon submission of evidence satisfactory to the Board which shall include successfully passing an oral examination as required by these Rules and Regulations.

(a) That such other state or national organization maintained a system and standards of qualification and examinations for nursing home administrator license or certificate which were substantially equivalent to those required in this state at the time such other license or certificate was issued by such other state or national organization; and

(b) That such other state gives similar recognition and endorsement to nursing home administrator licenses of this state.
