(a) Any interested individual or entity may submit proposals to establish priorities and criteria to the RFP Committee of the Board by transmitting such proposals in writing to the RFP Committee of the Impaired Drivers Trust Fund Advisory Board, c/o Alabama Department of Rehabilitation Services, 2129 E. South Boulevard, Montgomery, Alabama, 36111.

(b) At meetings of the Board, the Board may consider proposals presented by the RFP Committee with its recommendations to establish priorities and criteria for disbursement of funds from the Impaired Drivers Trust Fund.

(c) Upon approval by a majority of the Board of any priority and criteria for disbursement of funds from the Impaired Drivers Trust Fund, the Board shall direct the Alabama Department of Rehabilitation Services to disburse the monies approved either through contracts, grants or other established procedures but only in accordance with all laws and administrative rules of the State of Alabama regarding disbursement of State funds.
