(1) The Board shall elect a chair, vice chair, and secretary at an organizational meeting.

(2) The chair may establish any ad-hoc committees deemed necessary and shall appoint members to the following standing committees at an organizational meeting.

(a) Rules Committee - considers and proposes to the Board amendments to these rules, to the Board.

(b) Budget Committee - develops and submits to the Board financial reports and budgets.

(c) RFP Committee - develops requests for proposals and considers any proposals submitted and makes recommendations to the Board regarding proposals to establish priorities and criteria.

(d) Housing Committee - considers proposals submitted pursuant to the Board's Housing Initiative and approves disbursement of funds under any contract implementing any Housing Initiative.

(e) Legislative Committee - considers and advises Board on any proposed legislative issues.

(3) Vacancies in any office (chair, vice chair or secretary) due to any reason shall be filled by an election at the next scheduled or called meeting of the Board. Vacancies in any committee shall be filled by appointment by the chair as necessary.
