These plans contain a broad concept of operations, assignment of responsibilities to state agencies, designation of direction and control facilities, and details the communications systems and usages. The plans contained in Volumes II through V are considered, for the purpose of 44 CFR 302, as integral parts of the Administrative Plan, Volume 1, hereafter referred to as the Alabama Emergency Management Agency Administrative Manual.

(a) Volume I - ADMINISTRATIVE MANUAL (PLAN). This volume contains the administrative policies and procedures which govern the emergency management program in Alabama; a compendium of legislation which affects the program; references; and agreements with other states, state agencies, volunteer agencies and the private sector. Forms and related guide documentation are also included.

(b) Volume II - RESOURCES MANAGEMENT PLAN. This plan concerns the management of surviving resources in a post nuclear attack environment; the management of resources and major economic shifts required to support the in-place and evacuation option and the provision of resource support in the event of a widespread natural disaster. This plan was developed in 1968 and requires revision when federal funding is provided to AEMA.

(c) Volume III - ALABAMA NATURAL DISASTER PLAN. The Natural Disaster Plan sets forth the state and federal response procedures for natural disasters and selected man-made disasters; i.e., hazardous materials, search and rescue, and others.

(d) Volume IV - NUCLEAR CIVIL PROTECTION PLAN. The Nuclear Civil Protection Plan is primarily concerned with the effects of nuclear attack and includes the protection of population under the two existing options for nuclear attack: protection in-place in the event of an attack without warning, or protection by evacuation (formerly called crisis relocation) in the event of a serious international crisis.

(e) RADIOLOGICAL EMERGENCY PLAN. This Plan outlines the state response to incidents at nuclear power plants.

1. State Agency Plans and Procedures. AEMA will prepare implementing procedures to support the various state level plans. The procedures will be based on the functions and responsibilities set forth in the plans, executive orders and agreements.
