Proposed Priorities for Amendment Cycle
As part of its statutory authority and responsibility to analyze sentencing issues, including operation of the federal sentencing guidelines, and in accordance with its Rules of Practice and Procedure, the United States Sentencing Commission is seeking comment on possible policy priorities for the amendment cycle ending May 1, 2026.
Sentencing Guidelines for United States Courts
The United States Sentencing Commission hereby gives notice that the Commission has promulgated amendments to the sentencing guidelines, policy statements, and commentary; and the Commission requests comment regarding whether it should include in the Guidelines Manual as changes that may be applied retroactively to previously sentenced defendants any or all of the following amendments: Parts A and B of Amendment 1; and Subparts 1 and 2 of Part A of Amendment 2. This notice sets forth the text of the amendments and the reason for each amendment, and the request for comment regarding possible retroactive application of the amendments listed above.
Request for Applications; Ad Hoc Advisory Group on Research and Data Practices
The Commission has decided to establish the Ad Hoc Advisory Group on Research and Data Practices as an ad hoc advisory group to the Commission. Having adopted a formal charter for the Ad Hoc Advisory Group on Research and Data Practices, the Commission is constituting the at-large membership of the advisory group under that charter. The Commission hereby invites any individual who is eligible to be appointed to the at-large membership of the Ad Hoc Advisory Group on Research and Data Practices to apply by sending a letter of interest and resume to the Commission as indicated in the ADDRESSES section below. Application materials should be received by the Commission not later than June 6, 2025.

The Commission has decided to establish a Sentence Impact Advisory Group as a standing advisory group to the Commission. Having adopted a formal charter for the Sentence Impact Advisory Group, the Commission is constituting the initial membership of the advisory group under that charter. The Commission hereby invites any individual who is eligible to be appointed to the Sentence Impact Advisory Group to apply by sending a letter of interest and resume to the Commission as indicated in the ADDRESSES section below. Application materials should be received by the Commission not later than June 6, 2025.

This notice sets forth the proposed amendments and, for each proposed amendment, a synopsis of the issues addressed by that proposed amendment. This notice also sets forth several issues for comment, some of which are set forth together with the proposed amendments, and one of which (regarding retroactive application of proposed amendments) is set forth in the Supplementary Information section of this notice.
Sentencing Guidelines for United States Courts
The United States Sentencing Commission intends to address certain issues relating to offenses involving fentanyl, fentanyl analogues, and other opioids. As part of its statutory authority and responsibility to analyze sentencing issues, including operation of the federal sentencing guidelines, the Commission is publishing these issues for comment to inform the Commission's consideration of the issues related to this topic. The issues for comment are set forth in the Supplementary Information portion of this notice.
